phTagr supports email notification on new media or new comments. The email settings are configured in Config/core.php

  Configure::write('Mail.from', '');
  Configure::write('Mail.replyTo', '');
  Configure::write('', '');
  Configure::write('Smtp.port', '25');
  Configure::write('Smtp.username', 'my username');
  Configure::write('Smtp.password', 'my password');

Also set Notification.url to your gallery:

  Configure::write('Notification.url', '');

Further a console shell command notifies a user for new media of other users each day

<phtagr dir>/cakephp/lib/Cake/Console/cake notify run to notify all users

You should run the command from phtagr dir.

You can edit your crontab by crontab -e which will run the notification at 8:15 each morning.

15 8 * * * cd /var/www/phtagr && cakephp/lib/Cake/Console/cake notify run && `cd - > /dev/null`

For public installation your cron should be run as your web server user if you do not use the suPHP module. Execute sudo crontab -e -u www-admin to edit the cron settings from web server user www-admin.
