Fallback of getId3 at ImageFilter if exiftool is not available

Description

If exiftool is not available use  getId3 as fallback in ImageFilter component.

The fallback could read at least the MetaData of an image file like Keywords, Categories, and Location from IPTC and geo location from the EXIF block.

The writing of these MetaData would be disabled, since getId3 does not support writing if IPTC or EXIF data.
