Description

Users with the authority of adding tag to an image but not editing all metadata, shouldn't be able to remove any previous tag of an image. right?

Currently tags can be deleted, too if someone can edit only tags. But I think your approach makes more sense.

A user should only be able to add tags on 'tag-only-permission'.

If a user can add/remove meta data on 'edit all meta data' (no change there)
