Admin rights: Change access level of others

Description

Currently an admin could not change the access level of other's media. If an user publishes malicious or private images of someone the admin could not interact or correct this case.

The admin should be able to change access levels of other's media. A SysOp shouldn't have such rights.

Fixed in r556. It shows now the access levels of other users if user has admin role and allows admins to query the visibility level of other's media.

The admin was already able to change the access level of other users. However an admin could never see the access level.
